Recruitment Challenges in Construction: Skills Crisis and Solutions

The UK construction sector is standing at a critical juncture. With ambitious housing and infrastructure targets on the horizon, the industry is grappling with a complex and escalating recruitment and skills crisis that risks stalling progress unless urgent action is taken.

Recruitment Challenges: Vacancy Landscape in Construction

As of March 2025, construction job vacancies reached 39,000, up by 4,000 from the previous quarter and 2,000 year-on-year. Unfilled roles continue to plague the sector, with employers reporting that more than half of these vacancies cannot be filled due to a mismatch in required skills, the highest rate across all UK sectors.

With ambitious government targets such as building 1.5 million homes and modernising critical infrastructure, demand for skilled workers has never been higher. The Construction Industry Training Board (CITB) estimates that 240,000 new hires will be required by 2029 to keep pace with demand.

Workforce Shortfalls and Skills Gaps

Employment in construction fell by 2.3% in 2024, shedding approximately 63,700 workers, while vacancies per 100 employees rose to 2.5. Since the pandemic, overall employment in the sector has declined by 10.8%, compounded by an ageing workforce and fewer new entrants.

The Construction Leadership Council (CLC) also highlights the sharp decline in migrant labour following Brexit, a vital component of the workforce, further exacerbating the recruitment challenge.

Labour Costs and Margin Pressures

In 2024, average wages in construction grew by 6.1%, slightly below the all-industry average of 6.8%, with median gross hourly pay at £18.50, compared with £17.10 across the economy. Combined with rising National Living Wage rates, this is placing additional pressure on margins and project profitability.

Government Initiatives and Industry Response

To address these challenges, the Government announced a £600 million fund to recruit and train 60,000 construction workers, along with an additional £40 million for apprenticeships. Another £132 million, co-funded with the CITB, will support 40,000 placements as part of a new ‘technical excellence college’ initiative aimed at equipping future generations of bricklayers, electricians, carpenters, and plumbers with essential skills.
